Orlando’s redistricting advisory board may not please everyone

According to the 2010 census, the population of Orlando, FL has increased significantly over the past ten years, jumping from 185,951 in 2000 to a whopping 238,916 in 2010. This change in population has not occurred evenly over the city’s six districts, and new districts must be drawn as a remedy. This process is called redistricting.

Redistricting seeks to equalize representation in malapportioned districts. In Baker v. Carr and Reynolds v. Sims, two landmark United States Supreme Court decisions, the idea of equal representation came about through the notion of one person, one vote: “Whatever the means of accomplishment, the overriding objective must be substantial equality of population among the various districts, so that the vote of any citizen is approximately equal in weight to that of any other citizen in the State.”

In order to achieve a more even and representative portrait of Orlando, the Orlando City Council appointed a nine member board to handle the task of redistricting. In coming up with a proposed plan, the Redistricting Advisory Board also sought and received the input of many other Orlando citizens.

What’s so wrong with a dead lizard?

A lot, according to a recently filed lawsuit challenging the Missouri congressional redistricting plan.  Alleging that the districts violate the state’s constitution, the plaintiffs seek to have the Republican-drawn plan thrown out, and replaced with one drawn by the Missouri courts.

Current Missouri districts

After the 2010 census results indicated that the population of Missouri grew only 7%, compared to the national average of 10%, the U.S. Census Bureau announced that Missouri would lose a congressional seat.  With nine representatives currently serving in Congress, Missouri was left with the arduous task of redrawing the congressional districts from nine to eight, inevitably making one incumbent very unhappy.  Per the state’s constitution, this task fell on the General Assembly.  With Republicans heavily outnumbering Democrats in both the state’s House of Representatives and the Senate, there was little question which party would end up on the losing end of the decision.   At the time, Democrats held three of the nine congressional seats, and two of those seats represented parts of St. Louis, Missouri’s largest city.  With a substantial amount of the state’s population growth occurring in the Republican-dominated, suburban counties surrounding the city, namely St. Charles, Warren, and Lincoln County, the population of  St. Louis City and St. Louis County declined and  the area became the inevitable target of the new redistricting plan.

NY (redistricting): New York on the clock to redistrict

New York faces a few interesting challenges in this round of redistricting. First, a law passed last year now requires inmates to be counted in the district they’re from rather than where they’re imprisoned. Second, New York is losing two congressional districts. Third, the governor has threatened to veto any redistricting plan that’s a political gerrymander. Finally, the requirement that military absentee ballots be sent out 45 days before the election means that New York has to hold its primaries earlier than usual, and the district lines have to be determined before then. The combination of these challenges means that New York has to redraw more district lines than it otherwise would and that it has to get its act together soon in order to have a plan in time.

The first challenge will affect both districts where prisons are located and districts from which the inmates came. Since population is the usual number used in order to draw district lines, districts with prisons will have to increase in size to remain equally populated and the districts that produce large numbers of inmates will have to shrink. New Lines in the Sand: Redistricting in the Golden State

“All politics is local.” The truth of Tip O’Neill’s famous quip may sting some senior California House members as the state’s redistricting efforts land them in newly-formed districts that they might not be able to carry.

The new district map is the product of a bi-partisan citizen’s commission established by Proposition 11. Enacted directly by voters in 2008 and expanded in 2010, the law amended the state constitution to move redistricting authority from the legislature to a bipartisan commission of Republicans, Democrats, and Independents. Tasked with redrawing not only congressional districts but State Senate, Assembly, and Board of Equalization districts as well, the commission’s work will go into effect for the 2012 election. Redistricting in the Gem State

Idaho’s redistricting commission has agreed on a map for the new districts. This comes after the previous commission failed to reach a compromise. Part of the problem, perhaps, was that there are an even number of people on the commission: three Democrats and three Republicans. The Democrats went so far as to accuse the Republicans of designing this commission to fail. While evidence for that particular bit of speculation seems to be lacking, Article I Section (E)(6) of the Idaho Republican platform lists as one of its objectives, moving the redistricting responsibility back to the Idaho legislature.  [Read more…] about Redistricting in the Gem State
